Exceptional Children Services Ages 3-5
Exceptional Children Services ages 3-5 are designed for children with disabilities who are in need of specially designed instruction. Our goal is to provide these children, at an early age, a foundational base of support, services, and skills they need to be successful as they move toward kindergarten. Children can be served in a variety of settings to provide the least restrictive environment needed for their individual success.
Children must be evaluated to determine eligibility.
The EC Preschool Services Department:- Creates individualized plans
- Provides developmentally appropriate services
- Ensures student progress
Referral for Evaluation – Preschool Child
If you are a parent, physician, or childcare teacher and have concerns about the overall development of a preschool-aged child and would like to make a referral for an exceptional children’s evaluation please call:

If you’re the parent of a preschool child with an IEP who has recently moved into Onslow County, welcome and we look forward to working with you!
Please contact us to begin the process of transferring special education services for your child (must be 3-5 years of age). You will be asked to provide:- Copy of your child’s IEP
- Enrollment documentation
- Certified birth certificate
- Immunization record
- Proof of residency (power or water bill)
- Parental photo ID
